BACC rule tweaks/changes

These will also be added to the main rules list.

  1. Playables can't marry each other. This is for a couple of reasons. First, it doesn't increase the population fast enough. Second, it confuses the households and the family trees. Third, I put all those PT sims in and made all those new townies for a reason!
  2. Any of the lot size/value requirements (like for that enormous Athletic lot) won't be used.
  3. I'm lopping a zero off the end of the requirements for a Downtown, University, and Medical. The population growth required for the downtown is kinda crazy, even with those multipliers. University costing $100,000 seems a lot more achievable than $1,000,000. A colony would want doctors ASAP, especially if people start dying of plague or childbirth.

...and I came up with a dozen songs for a fanmix already... -_-;
